Major investment in teacher supply through Budget 24
Budget 24 will invest $52.625 million over four years to attract, train and retain our valued teacher workforce

The funding will be used to provide ongoing investment in the following areas:
- Offer 1,200 School Onsite Training Programme (SOTP) places for aspiring teachers to train in the classroom. Funding is for four years and expands the programme to include primary and intermediate as well as secondary. The increased practical experience that these programmes offer supports beginning teachers to feel confident and prepared when they start teaching in a classroom.
- From 2027/28, continue to fund the number of Overseas Relocation Grants and Overseas Finders Fees at the current levels. This will support overseas-qualified teachers and New Zealand-trained teachers who are based overseas to relocate to New Zealand, and support schools and early learning services with the costs involved with recruiting these teachers.
- Offer 130 places per year in the BeTTER Jobs Programme that provides support for, and matches, beginning and returning teachers at selected schools facing recruitment or retention challenges.
- Increase the funding for 670 study awards and support grants offered each year to current teachers, to reflect current teacher salary rates.
- Continue funding processing roles at the Teaching Council to continue improved registration processing times.
This package provides ongoing funding for teacher supply initiatives that help grow and retain the workforce. The initiatives collectively have been shown to increase the pipeline of teachers.
