Secondary Principals' Collective Agreement negotiations

Update on Collective Agreement negotiation for Secondary Principals

An offer was presented to Secondary Principals’ Association of NZ (SPANZ) and the Post Primary Teachers' Association / Te Wehengarua (PPTA) to settle the Secondary Principals’ Collective Agreement (SPCA) on 11 November 2025. The PPTA and SPANZ signed the Terms of Settlement before taking it out to their members for a ballot. The PPTA and SPANZ members voted to ratify the offer on 10 December.

Key elements of the offer:

  • A total increase to the u-grade remuneration component of 4.7% in the first 12 months for the 30-month term.
    • An increase of 2.5% from 5 December 2025.
    • A following increase of 2.1% from 5 December 2026.
  • An extension the u-grade remuneration component maximum from U16 to U19 (increase of 3 grades).
  • Introduction of an NCEA Change Implementation Allowance of $5,000 per annum (paid in five instalments of $3,000), to recognise the significant work principals do the lead changes in our national secondary school qualification.
  • Increase in the Leadership in Realising Youth Potential payment by $1,500, phased over two years.
  • Increase to Career Structure payments by $1,500 (Stage 1: $5,214, Stage 2: $8,928, Stage 3: $12,643).
  • An allowance for principals who are appointed as mentors of $5,000 per annum.
  • The Secondary Principals’ Collective Agreement (2025 - 2028) is effective for a period of 30 months starting on the date of ratification.
