Since July 2025, the Ministry of Education has been negotiating with PSA in good faith regarding the Specialist Residential Schools Collective Agreement covering approximately 144 union members and a further 97 people in these roles.  

An offer was presented to PSA on 10 October 2025. The offer includes a change of term to 22-months (8 October 2025 to 7 October 2027).   

The offer provides pay rate increases to all staff (depending on their role and current pay scale step) ranging from 1.7% to 2.8% for residential staff and 1.2% to 2.7% for administration staff over the 22-month term of the Collective Agreement.  


Key elements of the offer 

  • Flat rate remuneration increase of $1456 per annum from 8 October 2025 to all printed pay rates.
  • Introduction of the Residential Personal Care Allowance for residential staff only who routinely provide personal care to students in the residence.
  • Amending the conduct provisions and to introduce performance processes to clarify good practice when employment issues related to conduct and performance arise.
