Teachers' Pay Equity Claim: validation of interview findings
Find out how to get involved in validating the teachers' picture of work.PPTA Te Wehengarua, NZEI Te Riu Roa, and the Ministry, with support from an advisory group of ECE employers, have completed around 290 teacher interviews covering the breadth and depth of teachers' work as part of the claim.
The interviews have been analysed and insights gathered from the interview transcripts. The insights have been summarised into a report, which describes the responsibilities of kaiako | teachers and leaders in early learning, primary, secondary and kura settings.
We are now coming back to the teaching sector to confirm what we have found, and to identify if anything is missing.
This step in the claim process is called sector validation, and the sector validation consultation will run from 9 September to 18 October.
What we are asking you to do
We are asking you to read through a consultation document called the General Areas of Responsibility (GARs) Report, and then identify any responsibilities that are missing or confirm you agree with the findings.
There are instructions along with a survey link below to record your response. Responses can be submitted by an individual, or as a group – you choose how you want to submit a response.
There is also an opportunity for kaiako and tumuaki working in kaupapa Māori and Māori medium settings to attend hui to consider responsibilities identified in section 10 of the GARs report.

About the GARs Report
The responsibilities identified in the interviews have been brought together in the GARs Report and themed. There are 10 themed sections in total.
The 10th section specifically describes the additional responsibilities of kaiako and tumuaki working in kura kaupapa Māori, kura ā-Iwi, puna reo, Māori immersion and Bi-lingual settings as well as te reo Māori teaching roles in English medium settings. We recommend taking note of any tasks kaiako | teachers and leaders do that you think are missing from the report. We recognise there will be crossover in the themes, and responsibilities are often interrelated and relevant to more than one theme.
Responsibilities you think are missing may be included in another section of the report. If they aren't, you may want to include them in your survey response.
Please note, the GARs Report intentionally does not cover the frequency or level of demand, the importance of a task or effort needed, nor does it describe the working conditions of different roles or learning settings.
Whether you attend an event planned by PPTA Te Wehengarua or NZEI Te Riu Roa, or choose not to, we want to hear from you.
To provide feedback on the GARs you will need to:
1. Read the GARs report (you can read it online or download the report).
2. Take notes and identify anything that is missing
3. Share your response to the GARs by completing the survey (linked below).
In the survey you will be asked to confirm or identify what is missing from each area of responsibility. You do not need to provide an answer for every area.

Time commitment to complete a response
There is a reasonable time commitment to participating. We expect it could take up to 2 to 3 hours to read the report, take notes and provide a response. You can choose to do this over a period of time.
You do not need to complete your response in one session. You can come back and complete your response at a later time (if using the same device and browser).
Once you have submitted your response, you cannot complete the survey again or change your response.
Individual or group responses welcome
You can complete the survey as an individual or as a group.
Group responses will need to include how many people are in the group, contact details of at least one person, and that they consent to being contacted.
Groups can be informal or more formal such as a network, special interest or management group.
The survey will be open until 5pm, 18 October. Please note, we can only accept GARs feedback through the survey.
Consultation options
PPTA Te Wehengarua and NZEI Te Riu Roa have raised this claim on behalf of all kaiako | teachers and leaders, and you are welcome to take part in this consultation even if you are not a member of either union.
PPTA Te Wehengarua and NZEI Te Riu Roa will have contacted you to discuss opportunities for engagement in the sector validation consultation. This includes an invitation from NZEI Te Riu Roa to join them in an online webinar to discuss the GARs.
A series of hui whakamana | sector validation workshops will be led by the Ministry, with assistance from NZEI Te Riu Roa and PPTA Te Wehengarua. The workshops | hui will provide an opportunity to consider responsibilities drawn from interviews conducted in kura kaupapa Māori, kura ā-Iwi, puna reo, Māori Immersion and bi-lingual settings as well as te reo Māori teaching roles within English medium settings.

The Hui Whakamana are an online consultation option for all kaiako and tumuaki working in kura kaupapa Māori, kura ā-Iwi, puna reo, Māori immersion and bi-lingual settings as well as te reo Māori kaiako | teachers in English medium settings.
Kaiako and tumuaki working in these settings are invited to the online hui to consider the responsibilities described in section 10 of the GARs Report. Participants in each hui will be assigned to a group of 4 to 5 to consider the kaupapa Māori responsibilities and identify any missing responsibilities.
The online hui will be offered from week 2 to week 6 of the consultation period. The hui will be held after usual work hours and are expected to take up to 2 ½ hours.
